On June 4, a new law passed by the City Council will take effect, putting hundreds of apartment developments in Los Angeles at risk. The law was intended to ensure that property owners use the Ellis Act in good faith, ultimately saving rent-controlled units, however, developers and land use attorneys believe the ordinance will have the opposite effect. Neuman is quoted, "This will have devastating impacts on projects where developers have spent millions of dollars submitting plans and going through the entitlement process, only to see the entire financial underpinnings thrown out the window."
