Liner LLP’s expansion of its real estate practice continues with the addition of Jerold B. Neuman and Michael J. Kiely, formerly partners in the Real Estate and Land Use Practice Group in Sheppard Mullin’s Los Angeles office. Over the past 25 years, Neuman and Kiely have represented clients in connection with some of the nation’s largest and most important real estate development and land use projects, including the Millennium Partners' 1.2-million-square-foot project around the historic Capitol Records’ building, the multi-module retail/entertainment center at Hollywood and Highland, the Walt Disney Company's Grand Central Creative Campus in Glendale, the downtown Los Angeles Chinatown Blossom Plaza Transit oriented development, the Great America Theme Park/San Francisco 49ers Stadium venture, the 110-acre Burbank Empire Center, the Airbus A380 airport readiness program, Element Powers’ efforts to create the world's largest combined solar and wind facility, and the multi-modal transit facility at Del Mar Station. Beyond integrating one of California’s foremost land use and government service practices into the Firm’s already vibrant real estate group, Neuman together with Liner are launching a Development Services Company that will provide comprehensive real estate development consultation, project management and investment services to development projects throughout California.
The addition of Neuman and Kiely, and the other professionals expected to join them in their new downtown L.A. offices, represents another leap forward in the strategic growth of the Firm. This move follows closely on the expansion of Liner’s real estate practice with a string of hires from McKenna Long & Aldridge LLP last year.

Since the middle of 2013, Liner has expanded its Real Estate Department with the addition of 10 new attorneys, including Neuman and Kiely. “The addition of these accomplished attorneys rounds out the breadth and experience needed to best service our clients and reflects our confidence in this area of the law as the economy continues to improve,” the statement continued. “The launch of the Development Services Company will also be a key asset for clients expanding their investments in the region as they look for a full-service, hands-on approach to manage their real estate development investments.”

Neuman holds a J.D. from Columbia University, and earned his B.S., with honors, from the University of Arizona. He is considered to be one of the premier land-use, environmental and government law attorneys in California, and represents real estate developers and corporations in a range of services including managing the entitlement process, environmental compliance issues, public finance, and negotiating with local, state, and federal governmental agencies.
Kiely holds a J.D. from the University of California, Los Angeles, and earned his B.S., with honors, from Georgetown University. His practice spans all areas of real estate, including finance, development, and land use, and includes a substantial public/private emphasis, including redevelopment, relocation, mixed-use and transit-oriented development projects, and public finance, with a particular emphasis on projects involving the intersection of private real estate development and government.
